
Anne Higgins
Anne Higgins is the Global Head of Cybersecurity Control Services at BNY, where she oversees first-line risk management and control practices for the Cybersecurity organization.
Anne’s remit encompass all regulatory and audit engagements, including examinations, regulatory penetration testing, and response management. Anne also manages Cyber board and management committee reporting, the firm's annual certification against the International Organization for Standardization (ISO) framework, and alignment with industry frameworks such as the National Institute of Standards and Technology Cybersecurity Framework (NIST CSF) and the Cyber Risk Institute’s Cyber Risk Profile for Financial Services. Additionally, she is responsible for Cyber control and issues management functions, training awareness and phishing testing, and Cyber Risk Quantification, which is a key driver of the overall Cyber strategy.
Anne brings over 20 years of experience in technology risk management, controls, regulatory, and audit engagement within large financial services institutions, including Silicon Valley Bank (SVB), Wells Fargo, JPMorgan Chase, and Aon. Before joining BNY Mellon, she managed the Regulatory Affairs governance framework at Silicon Valley Bank, centrally overseeing regulatory communications, examinations, and routine continuous monitoring.
At Wells Fargo, Anne developed and implemented strategies for cross-functional regulatory activities. At J.P. Morgan, she served as the global lead for the Cybersecurity Regulatory and Audit function and spent time as the Chief of Staff to the Global Chief Information Security Officer.
Anne is a member of both the NYU Tandon Advisory Board for Cybersecurity and the Pace University Advisory Board. She also acts as a mentor for students as part of Harkness projects. Originally from Australia, Anne has lived in London, Scotland, Chicago, and Sydney, and has spent considerable time in Asia.
